Top US States with the Highest Black Population: A 2023 Snapshot

When you think of the United States, the first things that come to mind are often its geography, culture, or iconic landmarks. However, one critical dimension that shapes the social fabric of each state is its demographic makeup. In this article, we’ll explore the U.S. states that have the highest percentages of Black residents—based on the latest U.S. Census data—and look at what that means for local communities, politics, and cultural heritage. Whether you’re a researcher, a policy maker, or simply curious about the country’s diversity, this list offers a concise snapshot of where the Black population is most concentrated.

1. Mississippi

With a Black population that accounts for nearly 39% of its residents, Mississippi stands out as the state with the highest percentage of African Americans. From the Mississippi Delta’s rich musical legacy to its deeply-rooted civil rights history, the state's culture is unmistakably shaped by its Black community. Politically, this demographic concentration often translates into robust representation in state and local governments, as well as a strong demand for policies that address educational equity and economic opportunity.

2. Louisiana

Lying just behind Mississippi, Louisiana’s Black population represents over 32% of its total. The state’s unique blend of Creole, Cajun, and African American traditions is evident in its festivals, cuisine, and music. Historically, Louisiana has been a crucible for social change, and today its Black leaders play pivotal roles in shaping the state’s educational reforms, criminal justice policies, and economic development plans.

3. Alabama

Alabama’s Black community makes up roughly 27% of the state’s population. Known for its pivotal role in the Civil Rights Movement, Alabama remains a focal point for discussions about racial equity, voting rights, and reparative initiatives. The state’s Black entrepreneurs are also reshaping local economies, especially in cities like Birmingham, where new tech hubs and creative industries are emerging.

4. Georgia

Georgia’s Black population accounts for over 33% of its residents, positioning it as a major hub for African American culture in the South. Atlanta, in particular, has earned the moniker “Black Mecca” for its thriving business scene, vibrant music venues, and historical landmarks such as the Martin Luther King Jr. National Historical Park. The state's political landscape is heavily influenced by its Black electorate, especially in urban districts.

5. South Carolina

South Carolina’s Black residents make up around 24% of the state. The state's history—from its antebellum plantation era to its modern-day civil rights milestones—continues to influence its cultural and political climate. Communities in cities like Columbia and Charleston are increasingly focusing on inclusive urban planning, equitable housing, and educational initiatives tailored to serve their diverse populations.

6. Maryland

Maryland boasts a Black population that comprises more than 33% of its residents, making it one of the most diverse states in the country. Baltimore’s historic African American neighborhoods, such as Fells Point and Upton, are emblematic of the city’s cultural vibrancy. The state’s proximity to Washington, D.C., also means that many Black professionals commute to the capital, bringing a mix of perspectives to both local and national policy discussions.

7. New York

New York’s Black community represents about 16% of the state’s overall population. While the percentage may seem modest compared to some Southern states, the density of Black residents in major urban centers—most notably New York City’s Harlem, Brooklyn’s Bedford–Stuyvesant, and the Bronx’s West Farms—creates powerful cultural and political centers. These neighborhoods are known for their contributions to music, literature, and activism.

8. Illinois

Illinois features a Black population that makes up roughly 13% of its residents. Chicago’s historic West Side, including areas like Bronzeville, has long been a focal point for African American art, literature, and jazz. In recent years, the city has seen a surge in Black-led startups and community initiatives that aim to address systemic inequities and promote economic resilience.

9. Washington (State)

Though not often highlighted, Washington state has a growing Black population that now accounts for approximately 12% of its residents. Seattle’s burgeoning tech sector attracts a diverse workforce, and the city’s Black community is playing an increasingly influential role in local politics, arts, and community organizing. Initiatives focused on affordable housing and educational equity are gaining traction in both urban and suburban areas.
